New to plumbing DIY and help fitting new tap needed

Hi all, this is probably a ridiculously simple question but I'm new to any sort of plumbing and wanted to double check I wasn't about to do something stupid.
I'm trying to fit a new tap and have looked at videos etc on how to do this. Most show the hoses from the tap being fitted directly to the shutoff valve, however in my existing install there is an extra section of pipe above this valve that I haven't seen in any online demonstrations:
Should I be unfastening the nuts on the shutoff valve, or the ones at the end of the pipe? When I tried loosening the nut at the top of the pipe the entire hose rotated with it, which makes me think I might be doing something wrong.
Any advice would be much appreciated. Thanks!
