Is it normal to have central heating pipework in concrete floor

In the hope of finding the source of a central heating leak we've been chiseling away at our concrete floor. I've found the pipe but its heavily encased in concrete so its going to be a nightmare to investigate further.

Just wondering if this is normal to have pipework installed in this way, or did the person who installed it originally do a bit of a bodge?

Certainly in the 70’s and before it was accepted practice to bury pipes in concrete floors. It’s a nightmare to trace and correct a leak and bypassing the leaking section of pipe is frequently the only solution.
