Isolation valve totally seized up before replacing sink tap washer

Just located an isolation valve before replacing a sink tap washer and the valve is completely seized.
I'm struggling to find a replacement as it appears to be 22mm at one end and 15mm at the other and I can't find one on t'internet.
Should this be a common size? The pipework isn't all that old so I'm assuming it's metric.

Sounds like you have a washing machine valve fitted.
