Confusing radiator valves and radiator that won't work

Hi I've recently moved into a house and can't work out how to get this radiator to work.

It looks like traditional TRVs - right side is a brushed gold tap that turns freely and has a pin-type cube fitting in the middle of it which also unscrews.

On the left there is what I think is an outlet valve. It doesn't turn.

But I can't get the thing to heat up. Any ideas?

I think the one on the left is just a cover, underneath the cover will be a 'lockshield ' valve spindle.
Wrap with tape and use a pair of grips to loosen.
