2 water meters and 2 stopcocks - why?

Thought this would be a good place to ask a very basic plumbing-related question.

I've bought a property and currently there's no water. There are two water meters, one under the sink and one in the airing cupboard. In that cupboard there look to be two stopcocks.

Before I switch the stopcocks on, I think I probably need to use a bit of WD40 on them?

But...why would a property have two water meters and two stopcocks in the same place?

Any info would be great!

Can only suggest that at a time in the past the property was divided into two.

Yes, it’s odd isn’t it? Definitely not the case though but it would make more sense than this does!
