Changing stop cock location and now 2 pipes

I have recently changed where my mains water supply enters the house. This has resulted in a length of dead end pipe (probably 3 to 4 m), that can't be removed as it goes under the house.
Is this dangerous re legionalla etc? Can i resolve this by joining this pipe to an existing supply line to a basin, meaning there would be 2 supply lines to that basin?
