Cold Water Tank Removal

What is the best way to remove my old cold water tank in the loft?
It is not being used as I have a Combi boiler now.
But it still has water in it also it is too big to go through the loft hatch.
How do I drain the water?
I think it is plastic not metal. I also want to remove the pipe work too.
So I can insulate the loft myself.
Would a plumber do it? and how much would it cost me?
