Cast Iron stack in ground floor flat.

If any one can give me some general advice I would be very grateful.
Is it possible to buy brass fittings/adapters to accomadate 40mm/32mm plastic waste. The problem is the stack in the flat is cast iron and with one of the outlets very close to the floor. I appreciate that normally it is best to convert to a plastic stack. I am worried to do this as it is the ground floor of 4 floors of flats and I have heard that it is illegal to have a plastic stack in a flat, especially the ground flat due to the weight of the stack.
Also the toilet is in the next room with a 90 degree bend. Is it correct to assume this connects to the stack below ground level or would there be a seperate outlet as it is the ground floor flat.
