Hot water cylinder problem.

Calling all plumbers!!
Industrial Set Up
Cold water tank is heating up.
The CW tank is at a constant temperature of 30 C (a warm inviting playground for Legionella). Not good in a care home for the Elderly!!
The feed from the tank to the HW Cylinder is hot all the way from the HW Cylinder on the floor below to the CW tank above. The boiler is set to constant for heating and water.
Can I put a Check Valve on the CW Feed to the HW Cylinder to stop the heated water coming back up to the tank?
This is the basic problem but the whole system seems to be a little "un thought out".
