Hot water cylinder problem.

Calling all plumbers!!
Industrial Set Up
Cold water tank is heating up.
The CW tank is at a constant temperature of 30 C (a warm inviting playground for Legionella). Not good in a care home for the Elderly!!
The feed from the tank to the HW Cylinder is hot all the way from the HW Cylinder on the floor below to the CW tank above. The boiler is set to constant for heating and water.
Can I put a Check Valve on the CW Feed to the HW Cylinder to stop the heated water coming back up to the tank?
This is the basic problem but the whole system seems to be a little "un thought out".

is the hot water cylinder not venting properly
is this the reason why the hot water is making its way up to the cold tank
if it is ? then puting a check valve may increase the pressure on the system
i would get some one out now and sought it

Hi Manic,

What you may have is direct feed from your mains to all drinking water taps, and a supply to your feed and expansion tank in your roof. The tank in the roof probably wont supply any taps, just the boiler and the heating and HW cylinder coil. If the cold taps run warm then you have problems.
Is the cold feed to HW tank at the base, and does the hot water supply pipe from the HW tank run horizontal for 450mm (min) prior to going up to storage and down to taps.
