toilet water level lower than normal

when im flushing my toilet the water level in the bowl is much lower than normal, would be grateful if someone could offer a solution.

does it have a float ball valve if so needs adjusting
if its a more modern system using a dump valve you need to adjust the float mecahanism

second post sorry i was thinking of cistern
some times caused by evaporation
sometimes it can be drawn by other toilets being used on a shared soil pipe
some times a blockage stops the water settling in the trap
or sometimes its because its a new toilet and customers are so use to seeing a larger amount of water because of the older cisterns having 9lt flushes rather than a 6lt modern flush

maybe the level in the cistern is higher than normal level and the force of the water is cuaing too much water out through the trap and into the soil pipe all the time?

i would have thought a bloackage would have allowed MORE water to settle in the trap?!!!

apparently on multi systems it can cause a vacumn? dont ask how i read it in a book,but then that wouldnt apply to a domestic situation,i was thinking out a loud

Lower than normal suggests that it was 'higher'

Only cause, partial blockage or drain is blocked outside and just has not built up yet. Have you lost a hooked bowl cleaner or such? Does it gurgle?
