Removing old towel rail

We have inherited an old brute of a towel rail which I'd like to remove (permanently) but want to ask if it's the same principle as removing a radiator? It has a big round black valvehead at floor level and then a pipe on the wall which connects into the hot water system in the airing cupboard directly behind it. Should I close the valve on the rail and then turn off the hot water stopcock in the airing cupboard or just close the valve on the relevant pipe in the airing cupboard? And how should I cap off the in and outlets? Many thanks to anyone who can give some guidance. External links removed.
