Water pouring from overflow outside building

I have just purchased a flat and all the water is switched off and tank drained down. I have just switched on the mains water going into the tank and tested water within flat and everything is fine. However, I have noticed water is gushing out of overflow pipe outside of building.

The system in place is a coldwater tank with cylinder/emmersion heater for water. There is no central heating. I have now drained all the water from the tank and the leak has stopped.

Please advise what I should do to rectify this. Should I fill tank before I open valves into cylinder? Should all valves from tank be open before I open the stop cock?

Any help would be appreciated :cry:

the tank should stop filling once the ball valve has kicked in and closed,sounds like the ball valve is faulty,no matter if the valves to the cylinder are on or off,the ball valve would still close once level is reached

Did you notice when this was posted?

Probably sold the flat by now... :)
