Boiler flow temp

I have a Baxi 100 HE system boiler installed in the loft and set at 30 KW.
In the pipe system there is a Wilo SB60 pump set at speed 3.
The house has 9 rads all but 1 with TRV's.
The temperature of the radiators seem to cycle from warm to hot to warm etc.
When the boiler is running the flow temp reaches a max of 90'C and then the burner turns off, but by the time the burner fires again the flow temp has dropped to 44'C thus the radiators any never really at a hot temperature for long.
Is this heating system / boiler working correctly or at it's best ?
