Lock outside tap

Hi. I need to install an outside tap in school grounds. I must be able to use the tap when the school is closed. I won't have access to the inside of the building to turn the supply on/off from there.

There is also the issue of preventing the children from using the tap during the day.

What I need is a tap that will either lock with a key, or has a detatchable top which can be removed and kept nearby.

Any suggestions? I have searched the internet to no avail.

Try installing a 22mm ball valve and just removed the handle when not in use.

A hose should go on it with a nut.
