radiator / boiler problem

I have changed a traditional radiator for a towel radiator in the bathroom. It is very hot at the bottom but not middle up, despite constant bleeding of valve. In fact, all upstairs radiators have been bled but water not coming out. NOW, boiler is making a windy noise as it is working which is very disturbing. The boiler is still working and all radiators/hot water ok. Any advice??

Can you tell us what heating system you have.
TYpe of boiler, do you have combi or cylinder.

Type of boiler, you system is not full of water - when you open the bleed vent on the towel rail - water should be present.
Your system could need re-pressurising, or it could be airlocked or a blockage

what's the pressure gauge reading ? (on the boiler) should be between 1.0 and 1.5 bar.
Read boiler manual - it should tell you how to re-pressurise system

Boiler make and model ?
Is there 2 valves under the boiler capped or connected with a flexi hose ?
if there is - this is the filling loop,

I am looking at the expansion vessel pressure valve which is at 0 whether heating is on or not. As per other topics have tried a bike pump but this is almost impossible to pump. in fact. when taking valve off more air seems to come out than i had got in.

Completely wrong - you're trying to re-pressurise with air - the system needs to be re-pressurised with water and not the expansion vessel (so don't try filling vessel with water).
Get a heating engineer out as you don't seem to have a clue how the system works - otherwise you're going to end up making a simple job into a bigger more expensive one.
You'll now also need to have expansion vessel pressure checked.
