Holes in roof felt

Hi
Recently moved into a 1930's semi and there are four or five holes in the membrane that runs beneath the roof tiles. The tiles seem to be in reasonable condition so I'm wondering if it is possible to repair the felt without having to take the tiles off? (There is no hint of any water getting in as the loft is bone dry)
Is it possible to do a repair like this? And what is the correct membrane to use under a tiled roof?
Cheers
John
