Tips for Decorating Garden Gnomes

Hello has anyone got tips for decorating garden gnomes. I was told to use emulsion then valspar top coat gloss spray , I left it outside for 3 wk's then the paint started to bubble . I've done a few more sample panels but they don't seem to work has anyone got any ideas plesse
