Can Anyone Identify This Felt and is it Worth Getting Chippings for it?

Can Anyone Identify This Felt and is it Worth Getting Chippings for it?

A builder has put on a new felt roof and the quote said it would be BS747. I don't know if it is, but I'm assuming it is. But the quote said he would put solar spa reflective chippings on which he's now saying he won't do. Are these advisable or not? From what I've googled Type 5E wouldn't need it, but Type 5B or Type 3 are not so good so would. But I've also read that people should check their type of felt is compatible with chippings. Which kinds please are, and which aren't, so that I know should I be able to ascertain which type felt it is.

this looks like shed felt. I don't think chippings are used anymore on flat roofs it's all 'torchon; felt
