Condensation in Roof space

Hi,
When we had the survey done, it pointed out high levels of moisture in the roof due to condensation. Cause was poor ventilation from a non-breathable lining that had been added and an uncovered water tank. It suggested cover the tank (done) and ventilation tiles.
However I was wondering if there was an alternative, because the quote for fitting the ventilation tiles was a bit eye watering :shock: Would I be able to replace the roof lining from inside the roof space or is outside access and the removal of tiles needed for this?
