How is the Overhang of Common Rafters Determined?

How is the overhang of common rafters determined? I understand the math behind the overhang measurements so my question aimed at regulations and aesthetics. I.e. are there regulations or rules of thumb for drop and width of soffits?
Whilst on topic, what is best practice for fitting soffits? Spragging between brickwork and rafter, or coursing brickwork tight to rafter and fixing soffit to a timber fixed to outer leaf?
