Roof Leak Around a Chimney and Felt not Terminated Correctly

I have a chimney in the middle of a roof, which I don't think was finished properly. I've always thought of roof felt as being a 2nd line of defence against water which gets under tiles or flashing around a chimney. But what do you do when felt under a section of roof above the chimney meets the chimney? Any water running down the felt won't stop when it reaches the chimney, so unless it's provided with a downhill route around the chimney, it will simply end up in the loft below. Whoever built this just left the felt at a dead end where it meets the chimney stack below, so, when a bit of flashing started leaking, the water was not carried away by the felt, but leaked into the loft. How can I terminate the felt properly at the chimney, so that it will catch and take away any water which falls on to it?
