Bleeding walls with strange pink stuff coming through paintwork

Hi all. I have some strange pink stuff coming through my paintwork. I don’t think it’s pink mold. When I’ve rubbed it back there appears to be a few layers of paint and underneath this red “paint” that feels oily. Any ideas what it could be and how to stop it bleeding through
