Can Batting/Insulation Actually be bad?

Hi, from what I gather, batting, or insulation isn't very useful at all in soundproofing. Mass and decoupling accounting for 90%. So my question is this: in a decoupled wall assembly, can too much batting (or any batting) actually cause flangeing by creating a material bridge between the two walls.

If so, I would leave an air space, but then what purpose if any would any batting serve at all?
