45 Kg Acoustic Insulation Slab and Acoustilay 15 Acoustic Mat

I live in a house conversion with no sound insulation. Have had the following specs by a soundproofing company with excellent references. However the works can only be done when flat is empty of tenants as landlord does not want to disturb his tenants.
To cut a long story short flat is becoming empty unexpectedly, but company I want to use cannot fit me in. My question is based on the following specs how specialist is this work? The landlord has his own builders that fit bathrooms, kitchens etc... could his builders do the works or does it require a specialism. I had one builder who try to insist on surface insulation under the carpet and was not used to doing under floorboard stuff. These are the specs, a repair to joists is also encluded
Specifications and Estimates Proposal for acoustic floor system to bedrooms.
To lift the existing carpet and underlay and remove perimeter carpet gripper rods.
To lift selected floorboards in order to access the cavity spaces between the joists.
To tighten floor structure in Bedroom One by installing cross noggins between joists.
To supply, cut to size and friction fit a 100 mm, 45 Kg acoustic insulation slab.
To refit floorboards and secure all loose boards with 50 mm screws.
To seal any gaps between boards and around perimeters to airtight. To supply and fit new perimeter isolation strips to receive raised gripper rods.
To supply, cut to size and fit sheets of Acoustilay 15 acoustic mat.
To fit carpet gripper rods and refit the original carpet. To remove, trim down and re-hang any doors affected by the small increase in floor height.
