Hoover Nextra not heating wash water nor dryer

Hi and thanks in advance for any help,
Would this be the same cause? Dryer stopped working, still turns around but clothes come out soaking and cold. Just checked wash water, by running outside to feel the wash water going into the drain, and the water is icy cold. It was wash water, not rinse water, and the drain is about 3 metres away so can't have cooled surely? I've read that washing machines almost always heat if the cycle completes, but my cycles always complete and there are no errors or anything.
Would these two problems be from the same fault, and more importantly how expensive would a likely repair be? Could a lay person attempt it? Should I just buy a new machine?
