How to stop a gas Rayburn burning?

Hello, really hope someone can help or suggest where I might be able to find help. We moved into a place in June where a 1990's gas Rayburn was happily heating our overly hot home. The boiler doesn't work on it but the cooker does, after a 170 pound gas bill (after keeping it constantly on low) 6 wks in we decided to switch the whole thing off for good. Only trouble is the pilot light keeps burning. The whole thing is "built in" meaning there is no possible way to switch the gas pipe to it off. I've included a pic of what the face of the panel to switch the pilot off looks like. It tells you to turn the stopcock - have tried this (both ways) does absolutely nothing and appears to be just a screw, not a coin slot and turn vertical job like as is illustrated in the instructions... We rent, the landlord is unresponsive about this, meanwhile we have the equivalent of a gas ring burning night and day for no purpose... Please help :)
