How to Control Electric Radiator in Bathroom that's Permanently on

Just moved into a new house and the bathroom has an electric towel radiator, a wire runs from the appliance into the floor, there doesn't seem to be any controls or switches anywhere so we don't seem to have a way of controlling the radiator. It is just permanently on at the moment. Can anyone please help on how we use it?
