Vailant turbomax boiler water not as hot as it was

Hi

Our 20 yr old boiler has been serviced every 2-3 years since installation but has recently been providing less than pipping hot water even with the water control knob turned upto no9 (max) (Iirc I turned the water temp upto max a couple of years ago now..)

I have not had much luck with the local plumbers i have delt with recently (mira shower needed a £150 cartridge replacement a 10 minute diy job, I had 2 quotes to fix by ripping out of the wall and replacing before i went diy .)

I suspect the plate heat exchanger in the boiler has started to choke up with calcium deposits? it is quite a hard water area here. and its been in place for 20 years.

Is this a likely scenario?

If so what would be a reasonable charge for a plumber to install?

Is it a diy-able job.. I did download the service manual about a decade back when a pressure switch needed replacing and managed that simple part exchange but that did not require any removal of elements to enable access..
