Moving washing machine from kitchen

My current washing machine is in the kitchen. Behind the kitchen is a conservatory with utility room. I know there was a washing machine in that room in the past, but currently there is not. There are some pipes and a hole, shown in the attachment.
Someone told me these two pipes are hot and cold water, and there is no drain. Is he right?
Could that hole below the pipes be where a drain hose used to go?
What would I need to do to make it possible to install a washing machine here?

Maybe better to ask on plumbing section, the pipe from the washing machine is normally around 30 mm thick, and it may fit through the hole, and there seems to be two ways to connect to waste, one is an adaptor under the sink, and the other is a pipe to hook the waste onto, in both cases there is some where the air can enter the drain to stop water being sucked out of the washing machine.

As an electrician I don't really get involved with air admittance valves and the like so better ask in plumbing section.
