Tiling, Skimming and Quotation

I had a 5 mz skimming of concrete in my kitchen (plan is to tile over). The whole process took the contractor approx 1 hour 15 mins. At one end of the skimming, just under the kitchen unit, there was a length of built up Cement(?) powder of about 2/3 inches. Is this common practise? It was not mentioned to me by the guy who did it at the time. Also should there be some sort of seal on top the now skimmed floor, as the dust is everywhere. This job cost £130 was that reasonable.

TILING
The same guy quoted me £ 620 for labour to tile the said kitchen floor and the walls approx 12 mz. Is this reasonable?

ANY ADVICE WOULD BE APPRECIATED

probably a little late now, but this price sounds perfectly reasonable - cheap in fact if materials were supplied by him.
