Slate modular tiles

Hi, I have some slate tiles to lay in my daughters kitchen, about 24mtrs. The floor is currently covered with old vinyl tiles, which are stuck pretty firm. I did get a couple up, and underneath those are the old dark brown tiles that councils used to lay.
What's the best way forward? Will I be able to lay on top of the old vinyl tiles if I clean them? Would I need to do anything else to them, or is it best to try to get them up? If I did that, would I need to clean off all the old adhesive? Then what about the dark brown tiles?

rip up all the loose bits you can.Then pva the entire floor and let it set.Then lay a latex self level compound on the floor,then when its dried completly, your ready to tile.

Thanks for the advice. Should I dilute the PVA or use it neat?

no you can dilute it the instructions are on the tub.
