tiling

I have 2 problems in my kitchen which i would like to tile. I have removed some parquet flooring blocks which were bonded to the concrete with bitumen. The other half of the kitchen floor is covered with vinyl bonded to the concrete. Problem one: I need to level up the area where I removed the parquet blocks, approx 20mm thick and 5 sq m. Removing the bitumen is almost impossible . Can I pour self levelling compound straight over the bitumen?
Problem 2: can I tile straight over the vinyl? Or is there a quick way to remove the vinyl?
