New Tiles in Hall, Kitchen and Dinning Room and not Sure What to use Around Edges?

Hi all,
I've had my hall, kitchen and dining room tiled, however the tiler hasn't filled the edges on the skirting and around the stair-case. He said this is a job for the decorator, now I am doing the decorating myself and wondered if it needs to have Decorator caulk, silicon or should it be grouted?
