Tiling: Quarry Tiles With Hourdex Mortar to Stay Breathable? Advice and information on tiling and fixing tiles to a variety of surfaces

I have an old floor with no DPC that currently has very old Quarry tiles.

I do not want to uplift the floor but want to add new quarry tiles on top with a breathable mortar, so any dampness coming through the floor will evaporate.

Is Hourdex a suitable mortar for this job or can anyone suggest an alternative?
