Removing cement lumps from old fireplace hearth tiles??

Hi, i've just removed an old 1950's ceramic tile monstrosity of a fireplace...how heavy??! Anyway underneath the base there is a tiled hearth, the victorian original, with small floral tiles, but they're covered in a thinnish but clumpy layer of cement?? Is there any product i can use to get rid of the cement without damaging the floor tiles? Or should I give up and accept they're not going to be able to be restored??

I'd appreciate any advice or thoughts?

ok this is probably neat cement.... they is a cement acid at most builders merchant unable to help on what damage it will cause as they will need to be imersed in the acid for quite some time could take some time
