Removing small metal steps from external wall

Hi all,
I'm planning on putting a raised deck on the small patio outside the french windows on my house. In order to do so I need to remove the heavy metal steps that run from the french windows to the exisiting patio.
They seem ot be fixed to the wall in only two places by a bolt on each side. Now I would have assumed the builder used masonry anchors to fix them but do not know for sure.
My problem is I am able to loosen the bolts using a socket and rathchet but the althought the bolts now rotate they do not seem to be coming out of the wall. I have no idea why.
Does anyone have any ideas why this might be the case? Am I going to need to find a reciprocating saw to chop the bolt caps off?
