Drilling into wall

Hi all,
I recently moved into a house that was not decorated. So I am in the process of installing curtain poles in all the rooms.
The problem is I am really struggling to drill sufficient holes in the wall. I get the drill bit half way in before the momentum stops and the drill bit becomes loose or blunt. So I am unable to get the rawl plug in.
I bought a new set of masonry drill bits but this has not fixed the problem. I am using a Bosch PSB 550 RE drill.
Anybody know what I might be doing wrong?
