Drilling 100+ Holes into Concrete Walls

Hi, newbie here.

My folks were looking to get some new bookcases, but now decided it's a better idea to put up shelves on the one side of the living room wall instead.

I am a bit worried since they are looking to put up dozens of wooden shelves, which would mean drilling over 100 holes into the concrete wall. My questions regarding this are:

(1) Would drilling so many holes into the wall not result in structural damage?
Especially if the shelves will be packed with some heavy books and texts?
(2) Is there any planning requirement for drilling into the wall in a terraced property?

No it will not affect the structural integrity, and no planning is required.
