Masonry Screw for Hanging Large Heavy 16kg Mirror

I need to hang a 16kg mirror on a plasterboard lined concrete block wall. Can anyone recommend the right masonry screw length/gauge and wall plug if needed? I've already drilled a 10mm hole in the plasterboard thinking there was a bigger cavity behind it.
