Screw Removal for Mobility Scooter Repair

Hi,
I'm trying to fix my father-in-law's mobility scooter but as per my life, it's not going well!
Basically there's a screw that for the life of me I can't remove, I've tried everything I can think of but all it's done is make it worse.
Can anyone help please - I've attached a picture.
