Chemical fixing to old concrete block to build cupboard

Hi!

New user here so sorry if similar question has been asked before.

I want to attach a 2 x 6 ledger board to an upstairs wall in order to create a "floor" over the area where the stairs intrude into a bedroom to build a big cupboard on. All the upstairs walls are of block construction sitting on top of the floorboards so just like partition walls (not load-bearing).

I'd like to use a few chemical fixings to attach the ledger and was wondering if this would be okay to do in these late 1950's blocks (see photo attached) - are they strong/dense enough for this type of fixing? They look like they have all sorts of junk inside them including what looks like bits of metal!
