Correct plug for wall to hang very heavy mirror?

Hi, I am trying to hanging a heavy mirror on my wall. However when i try to make a hole for the screw plug to go into i can't make the hole any deeper for the screw plug to fit. I have plaster board walls which aren't great so I was wondering if there are different ways or a different screw plug to use for this. I have a picture of the type of screw plug i am using. Any ideas would be welcome.

You probably have dry lined walls which mean once through the plasterboard you will then need to drill into a masonry wall and use a longer screw for fixing.
