Fitting Wall Brackets to Plasterboard for Kitchen Shelf

Hi. I have a problem with a shelf in my kitchen that a painter in his wisdom removed rather than paint round it and then botched the reinstatement.
I'm left with two brackets, each with two 4mm holes. The holes left in the plasterboard wall (now I've removed the shelves) are up to 10mm in diameter so I need fixings that will deal with this (something that expands inside the wall.
I'm aware that plasterboard isn't ideal for this but I have a similar shelf on the same wall that's solid as a rock. I'm attaching images of the bracket and the original fixings fyi, although the hole is now too big for these fixings. (Maybe just larger versions of same will do?).
Any advice re fixings appreciated!
