Can I submit a Party wall notice before Planning approval?

I am currently awaiting Planning approval for an extension that I propose to join to my neighbours existing Extension which has been built astride the boundary. I know I have to submit a Party Wall notice 2 months in advance of starting building but do I have to wait untill I get Planning Approval.
