Electrical certificate for garage conversion

Hi it's advise i am after if possible,
I converted a garage into a kitchen, i used a local recommended electriton, all the work was carried out to a high standard and building control were impressed with the finished job, but unfortunatelly it now turns out that the spark issued us with a false certificate, he infact isnt regestered so the council wont sign the job off and issue a completion certificate, can anybody advise us how we can get this sorted out, the spark has vanished off the face of the earth so we need another way to get the job signed off, any ideas ?? The only person who can issue you with an installation certificate is the person who installed the electrics. Unless your electrician issued you with an installation certificate in the name of someone else then it is valid.
From what you have said BC were involved from the start and it is at that stage that they should have decided whether they would accept the installation certificate from your installer. If the electrical work was included as part of the "works requiring approval" ie you have paid the fee to your LBC Dept then it is down to them to approve it.
I suggest you back to BC and ask what they require in the way of certification.

but the problem is we were all under the opinion that the spark was Part P qualified but he issued a photo copy of a certificate and nobody relised untill after completion, when the building inspector checked it and found it was false,

I think you will still have to ask the BI what he wants to enable him to issue a completion certificate.
The installer can be Part P qualified and issue an original installation certificate the BR dept then should issue a completion certificate if they approve the work - a charge will be made. If the installer is Part P qualified and registered with an approved body the BR dept should issue a completion certificate without additional charge.
What was the certificate which was photocopied?

The photocopied certificate was a manweb new installation but turns out to be useless as the spark was not registered with manweb,
but now we cant even contact the spark !!!

All the paperwork I have had from building control (which ever council) always stipulates that the electrician must be part P qualified. However the onus is on the client to ensure the electrician is legit. Same goes for corgi etc.
But as Stoneyboy says you need the BI to tell you how you can overcome the problem.
I would be interested to know the outcome.
