Workshop/office/new buisness help needed

Hi All
I intend to build a garage/workshop/office
I intend to use this as an office/workshop and a therapy area for my partner (see needs some too!)
My partner intends to start her own business up using this building.
Plus I am considering starting up on my own too.
The building size would be about 4x6 may be a little bigger not had tape out yet!
So as you see it is not really a garage but will be a freestanding building which will have the outside look of a garage.
I need to drop the angle of the drive to gain entry too.
I hope to install solar panels and a light tunnel via the roof. It will have pitched roof and double skin walls a toilet and basin will aslo be installed.
Trying to make it as green as possible and self running.
I assume as far as planning is concerned it will not be reconized as a garage, but it will not be a living area either.
So any advise on seeking permission, any pitfalls to look out for too.
A new business will be operating from this, could I claim any cost back via the tax man through the buisness and can I claim VAT back on the build.
