Pitched ceiling - Downlighters, & Celotex/Tri-Iso Super

We are mid-extension (footings and slab in) and the building inspector has failed the use of TRI-ISO Super 10 for a pitched ceiling (despite the drawings being approved through a partnering scheme in an adjoining district!). He has suggested using Celotex.
What clearance will be required for the installtion of downlighters in the pitched ceiling using Celotex? I take it they will have to be fire rate and/or low voltage? Will approval for the use of downlighters vary between borough councils in the same way that TRI-ISO Super 10 can be used 5 miles down the road, but i cant use it?! :roll:
