REMOVAL OF BACK DOOR

Hi all
We live in a typical 1930's semi, and we have a very small kitchen(10'x6'6") with the back door at the end opposite the entrance door. This means we can only have units down one side of the kitchen making the kitchen very restricted. One solution to this would be to brick up the bottom part back door and install a picture window on the back wall instead. We would then use the patio wndow in the back room as the back door.
Do you think the local planners would allow this? Or does a kitchen have to have two exits?
