Building completion certificate!

Hi Im ne here and would really appreciate some help/advice.

In 1998 we added a 2 story side exstension and a single story rear exstenion to our property..planning permission was obtained and buiding regs...

During the build the building inspector attended to pass the works as they progressed. However on his final inspection he highlighted that the side second floor exstension had not been rendered according to building regs and had in fact been clad in UPVC. the builder and I exsplained that this was the only solution as our "Neighbour" (a private care home) had refused to allow us permission to erect a very temporary scaffold a matter of hours! to do the rendering, thus we had no choice but to clad the building as this was the only way of making it watertight! He told us then that we would not be issued with the completion certificate as the regs had not been complied with! so we were in a catch 22 situation.

We are now very concerned that we will be unable to sell our property in the absence of the certificate of completion, and would like to know if we are able to have the side elevation rendered now can we still obtain a completion cetificate?

Any help/advice anybody is able to give would be much appreciated.

karenchaney,
The best people to give you advice is the BR dept, suggest you ask them the question.
