Garage Conversion - That Old Chestnut...

Hi there,
I would like to convert my double garage but am not sure if it falls under permitted development.
The garage is not connected to the bungalow, but is within 5 metres and is over 30 metres squared in floorspace. I read that because it is within 5 metres, it is considered as an extension and that anything over 30 metres in area requires planning permission. The rest of my bungalow is only 80 metres squared, so I am not sure if this poses another issue in terms of the additional space being added by the garage, being too much.
Can anyone shed (or should that say garage!?) any light for me :-)
